Core Activities

Program strategy :

In addition to the ongoing projects and   initiatives, SOWIPA is mobilizing  financial and other resources to pursue the following projects and initiatives over the next 3 years.

The Education performance Accountability project:

The project seeks to generate empirical data and analysis on the performance of students in the 10 districts. The project will consider key issues including inter-district comparisons of student performance, student numbers, budget allocations, etc.

Local Government performance assessment, Budget, analysis, and monitoring project.

 For the last 4 years SOWIPA in partnership with Advocates Coalition for Development and Environment (ACODE) has been assessing the performance of Local Government Councils in S.W Uganda. This project also seeks to independently monitor sectoral budget allocations at the district level including tracking of financial allocations from the central government. The project also seeks to monitor and assess the performance of local councils and the general political arm in South Western Uganda. Information from this project will be used to create and increase public demand for accountability on local government officials.

Micro-finance brokerage services initiatives:

Under this project, SOWIPA will proactively seek to identify and connect community groups to essential micro-credit services. SOWIPA will advocate for key micro lending organizations such as Village Enterprise Fund, Kiva, Micro-Place to start lending communities and individuals in the target districts. In some of the cases, SOWIPA may become the Responsible party or the mentor for potential recipients.

About Us

South western institute for policy and advocacy - SOWIPA is a non-profit policy research and Advocacy organization registered in Uganda as a Non- Governmental Organization (NGO). SOWIPA was established in 2007 and completed registration in 2008. Operating in 10 districts of South Western Uganda, SOWIPA is the only local NGO that combines evidence based research with policy advocacy and policy monitoring to address issues of poverty, economic growth and good governance. Our theory of change is that if strong professional and evidence – based non-profit organizations are established and based in Uganda’s rural areas, this will build a powerful constituency able to demand for pro-people policy change and better governance.
